License Exception for Transient Dependency with MPL License

 We need the exception for one of the components which is a transient dependency for Nephio. Because this component is MPL 2.0 licensed which is a copyleft license. However MPL is the least restrictive copy left license, in other words most friendly copyleft license. We spoke to LF and they recommended this process for getting the exception from TSC.Component details:Component : github.com/hashicorp/go-version

License :  https://github.com/hashicorp/go-version/blob/main/LICENSEI am bringing this up now because we do not have the luxury of time to wait till the next TSC meeting.  Hence please take a look at it  and the process of giving the exception.  I have also posted this message in slack.
